The declining fertility and the population aging of socio-economic consequence has been an alteration in the role of those who are supported and those who support. This is demonstrated by the alteration in the working age population dependency ratio to the retired-age population. Before the World War II the dependency ratio was absolutely high, but in 1990 the dependency ratio initiated to decline after the war and attained its smallest point. Then the ratio initiates to higher again and has continued to develop until the current situation. The ratio increases as an outcome of the decreasing population of child before 1990. The original reform of the social security system of Japan will exist in future. In the next few years collection of reports will be published by different committees and the scholar who is one of committees has described that the measures of reform will be free from the demographic alterations. Yukiko Katsumata wonders if this is actual attitude. Each nation has their own distinct social development.
