Why?
International Environmental Law is a product of international social and economic development, particularly a product of development of the human environment. Due to the rapid industrial and agricultural production, the environment issues have become more and more serious. Now, the damage caused by environmental pollution, which has the liquid, broad, sustained and comprehensive features, has evolved into a global problem. Therefore the world needs a uniform law to resolve this problem.
The last few decades a lot of countries conclude or participate in a series of environmental conventions, protocols and bilateral agreements to resolve the conflicts, which are brought form the environmental pollution. But there are still many conflicts between countries. So we must need to harmonize the environment law and take account into different social, economic, cultural and legal systems to solve the issues in international environment. In this background, how to harmonize the international environment law has become increasingly important to the whole world.

Methodology
Principally, I will carry out theoretical research from key sources, and then I will use the comparative ways to analyse the advantages and disadvantages, and successful processes and failure processes to response the title of dissertation.
