In early England, the concept of security became necessary for the king and other types of authority as a protection of the power with the development of the concept of leadership power. The concept of this thing was organized and placed in practice by Anglo-Saxons around A.D. 400. Under this system, all citizens were required to take part in the pursuit and capture of lawbreakers. Security was also necessary for the leaders to protect themselves from any would-be successors. Here security is seen to be a relative thing. As a result, the rulers and the elite needed to spend some for the purpose of hiring retainers, knights, bodyguards, or some other type of personal private security. (Fischer, Halibozek, & Gion, 2008)
With the passing of the Statute of Westminster in 1285, the system of watch and ward was established to provide local security. All of the watchmen were unpaid until 1737 that King George II began to pay them. In 1748, Henry Fielding established the first true police force in London. But this idea did not expand to other areas of London. The police reformations began to move forward dramatically since Robert Peel was appointed as England’s home secretary in 1822. His new concept of police force went into effect in 1989. Distinctive uniforms were designed for the police officers. And this new police force was unarmed for a long time (Fischer, Halibozek, & Gion, 2008). Several researchers have investigated the size and shape of the private security sector in early Britain. In the past, because of the unregulated nature of the private security industry and the lack of certification, it was difficult to ensure the exactly number of private security companies and their employees. Thus the data in these early studies were not absolutely accurate. With the availability of the census data after the War period, Jones and Newburn (1998) studied the size and shape of the private security service.
